services: nar-herder: Support extra environment vars.
* gnu/services/guix.scm (nar-herder-configuration-extra-environment-variables):
New procedure.
(nar-herder-shepherd-services): Pass the environment variables to the
shepherd.
* doc/guix.texi (Guix Services): Document it.
