services: Add nftables-service-type.
* gnu/services/networking.scm (%default-nftables-ruleset): New variable.
(<nftables-configuration>): New record type.
(nftables-shepherd-service): New procedure.
(nftables-service-type): New service type.
* doc/guix.texi (Networking Services): Document it.
