home: Add home-dotfiles-service.
* gnu/home/service/dotfiles.scm: New file;
* gnu/local.mk (GNU_SYSTEM_MODULES): Add it.
* po/guix/POTFILES.in: Add it.
* doc/guix.texi (Essential Home Services): Document it.
