gnu: farstream: Enable tests.

This patch depends on gstreamer's update to 1.18.4.

* gnu/packages/patches/farstream-gupnp.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/freedesktop.scm (farstream)[patches]: Use it.
[arguments](tests?): Remove argument.
[phases](disable-timeout-tests): New phase.
