system: Add udev rule for /dev/kvm.
* gnu/services/base.scm (kvm-udev-rule): New procedure. (udev-service): Use it, and add it to RULES. (guix-build-accounts): Add "kvm" to the 'supplementary-groups' field. * gnu/system/shadow.scm (%base-groups): Add "kvm".
