ui: Add #:verbosity to 'show-what-to-build'.
* guix/ui.scm (%default-verbosity): New variable.
(show-what-to-build): Add #:verbosity and honor it.
(build-notifier): Add #:verbosity and pass it to 'show-what-to-build'.
