build-system: Add zig-build-system.
* guix/build-system/zig.scm: New file.
* guix/build/zig-build-system.scm: New file.
* Makefile.am: Add them.
* doc/guix.texi: Document it.
* etc/snippets/yas/scheme-mode/guix-package (build-system): Add
zig-build-system.
