reduces gratuitous CPU and storage overhead.

[build](repack): New procedure, with "tar" invocation formerly at the
top level.
If SOURCE is a directory, call 'copy-recursively'; otherwise, call
'repack'.
Change NAME to ORIGINAL-FILE-NAME when it matches 'checkout?'.
