gnu: Add python-rarfile.
* gnu/packages/python.scm (python-rarfile, python2-rarfile): New
variables.
* gnu/packages/patches/python-rarfile-fix-tests.patch: New file.
* gnu-system.am (dist_patch_DATA): Add it.
