gnu: kscreenlocker: Use qt-build-system.
* gnu/packages/kde-plasma.scm (kscreeenlocker)[buoild-system]: Change to
qt-build-system. [arguments]{phases}<check> Remove unsued code; Actually
disable running the tests.
