gnu: meson: Update to 0.60.2 and absorb meson-wrapped.

* gnu/packages/build-tools.scm (meson): Update to 0.60.2, and integrate fixes
made in 'meson-wrapped':
[phases]{wrap}: Replace phase.
[inputs]: Add python-wrapper.
[propagated-inputs]: Delete field.
[properties]: Likewise.
(meson-wrapped): Delete variable.
