gnu: nvme-cli: Update to 2.3.
* gnu/packages/linux.scm (nvme-cli): Update to 2.3.
[build-system]: Switch to meson-build-system.
[arguments]: Remove stages. Build documentation.
[native-inputs]: Add pkg-config.
[inputs]: Add libnvme, json-c and zlib.
