scripts: system: Add 'container' action.
* guix/scripts/system.scm (show-help): Display 'container' action.
(system-derivation-for-action, guix-system): Add 'container' case.
(perform-action): Skip GRUB config generation when building a container.
* doc/guix.texi (Invoking guix system): Document it.
