doc: Document extra Emacs-Debbugs configurations.

* doc/contributing.texi (Viewing Bugs within Emacs): Document
debbugs-gnu-default-packages, debbugs-gnu-default-severities.
(Debbugs User Interfaces): Likewise, and mention debbugs-gnu-guix-search.
