doc: Back up on the claim of encrypted root partitions.

* doc/guix.texi (System Installation): Comment out encrypted root
partition commands.
* gnu/system/examples/desktop.tmpl (mapped-devices): Remove.
(file-systems): Refer to the root by label.
* NEWS: Adjust.
