services: Add 'log-cleanup-service-type'.
* gnu/services/admin.scm (<log-cleanup-configuration>): New record
type.
(log-cleanup-program, log-cleanup-mcron-jobs): New procedures.
(log-cleanup-service-type): New variable.
* doc/guix.texi (Log Rotation): Document it.
