system: Add os-with-u-boot.
* gnu/system/install.scm (os-with-u-boot): New procedure.
* gnu/packages/bootloaders.scm (make-u-boot-package): Export.
* doc/guix.texi (Building the Installation Image for ARM Boards): New
subsection.
