guix gc: Add '--vacuum-database'.
* guix/scripts/gc.scm (show-help, %options): Add '--vacuum-database'.
* guix/store/database.scm (vacuum-database): New procedure.
* doc/guix.texi (Invoking guix gc): Document the option.
