service: Add shepherd discover action.
* gnu/services/base.scm (shepherd-discover-action): New procedure,
(guix-shepherd-service)[<actions>]: add it,
[<start>]: honor it.
* doc/guix.texi (Invoking guix-daemon): Document it.
