doc: Change '--with-configure-flag' example to something that works.
Passing '-DBUILD_COMPLEX=OFF' to lapack would eventually lead to a link
error.

* doc/guix.texi (Package Transformation Options): Change
'--with-configure-flag' example.
* etc/news.scm: Likewise.
