gnu: libomp: Update to 13.0.0.
* gnu/packages/llvm.scm (libomp): Update to 13.0.0.
[arguments]: Add workaround to #:configure-flags.
[native-inputs]: Change from CLANG-9 and LLVM-9 to CLANG and LLVM.
