gnu: python-babel: Fix build.
* gnu/packages/patches/python-babel-fix-parse-future-test.patch: New file.
* gnu/local.mk (dist_patch_DATA): Register it.
* gnu/packages/python-xyz.scm (python-babel): Use it.
