gnu: cpufrequtils: Update to 008.
* gnu/packages/linux.scm (cpufrequtils): Update to 008.
[source]: Remove patch.
[arguments]: Add many #:configure-flags to mitigate downgrade from
Autotools. Don't ./configure.
[native-inputs]: Remove unused sysfsutils-1. Add gettext-minimal.
[home-page]: Change to a working mirror.
* gnu/packages/patches/cpufrequtils-fix-aclocal.patch: Delete file.
* gnu/local.mk (dist_patch_DATA): Remove it.
