gnu: gst-plugins-base: Update to 1.19.2.
* gnu/packages/gstreamer.scm (gst-plugins-base): Update to 1.19.2
[origin]: Delete patches field. Remove trailing #t.
[meson]: Use meson-0.55.
* gnu/packages/patches/gst-plugins-base-fix-id3v2-invalid-read.patch: Delete.
* gnu/local.mk (dist_patch_DATA): De-register.
