Revert gstreamer update to 1.19.2.
This reverts commits from e49190cf2befec56246c2baa8697e30c7ba491ac to
b2fe4c44e39f66d203d99b16aeed3bb69ccca6c8.
Reason: 1.19 is an unstable (development) release rather than a stable one.
