gnu: Add python-zeep.
* gnu/packages/python-web.scm (python-zeep): New variable.
* gnu/packages/patches/python-zeep-Fix-pytest_httpx-test-cases.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
