gnu: tremc: Fix execution with recent Python.
* gnu/packages/bittorrent.scm (tremc)[source]: Add patch.
* gnu/packages/patches/tremc-fix-decodestring.patch: New file.
* gnu/local.mk (dist_patch_DATA): Add it.
