services: hurd-vm: Run QEMU as an unprivileged user.
Until qemu was running as "root", which is unnecessary.
* gnu/services/virtualization.scm (%hurd-vm-accounts): New variable.
(hurd-vm-service-type)[extensions]: Add ACCOUNT-SERVICE-TYPE extension.
