vm: <virtual-machine> defaults to using 'qemu-minimal'.
'qemu-minimal' is enough for system tests, which is the main (only?) use
of <virtual-machine>.
* gnu/system/vm.scm (<virtual-machine>)[qemu]: Default to QEMU-MINIMAL.
