guix package: Refactor 'options->installable'.
* guix/scripts/package.scm (options->upgrade-predicate)
(store-item->manifest-entry): New procedures.
* guix/scripts/package.scm (options->installable): Use them. Remove the
'packages-to-upgrade' and 'packages-to-install' variables by getting rid
of a level of indirection.
