* guix/scripts/substitute.scm (warn-about-missing-authentication): New
procedure.
(%allow-unauthenticated-substitutes?): Turn into a public parameter and
use 'warn-about-missing-authentication'.
(valid-narinfo?): Adjust accordingly.
* tests/substitute.scm (call-with-narinfo): Likewise.
