ui: Add temporary file handling and atomic symlink switch.
* guix/scripts/download.scm (call-with-temporary-output-file): Move to
ui.scm.
* guix/scripts/package.scm (switch-symlinks): Likewise.
* guix/ui.scm (call-with-temporary-output-file, switch-symlinks): New
procedures.
