import: cpan: Update CPAN importer to use MetaCPAN v1 API.
* guix/import/cpan.scm (module->dist-name, cpan-fetch): Use metacpan.org
URLs.
* tests/cpan.scm ("cpan->guix-package"): Adjust accordingly.
