ui: Generalize relevance computation.
* guix/ui.scm (relevance, package-relevance): New procedures.
(%package-metrics): New variable.
* guix/scripts/package.scm (find-packages-by-description)[score]
[package-score]: Remove. Use 'package-relevance' instead.
