nongnu: wasm32-wasi-clang: fix build on arm
This was applied in Guix at
https://codeberg.org/guix/guix/commit/ac2306c5ad0ea4d456adfeb7436db985f481f43e
and is necessary in nonguix for the same reason.
* nongnu/packages/wasm.scm (wasm32-wasi-clang): Apply patch
clang-17.0-fix-build-with-gcc-14-on-arm.patch
