nongnu: wasm32-wasi-clang-runtime: Update to 17.0.6.
* nongnu/packages/wasm.scm (wasm32-wasi-clang-runtime): Inherit from
clang-runtime-17.
[native-inputs]: Use clang-17 instead of clang-15.
[inputs]: Use llvm-17 instead of llvm-15.
[arguments]: Add -DCMAKE_SYSTEM_NAME=Generic to configure flags.gs.
