services: nvidia: Support Dynamic Boost.
* nongnu/services/nvidia.scm (<nvidia-configuration>) [powerd]: New field.
(nvidia-shepherd-service): New variable.
(nvidia-service-type): Extend shepherd-root-service-type with it.
Extend dbus-root-service-type.
